That's not a typo. The Workforce Innovation and Opportunity Act (WIOA) is a federal program that pays 100% of tuition directly to the school on your behalf — no loans, no debt, no catch. If you qualify, you walk through our doors, complete your training, and never receive a bill.

What Is WIOA?

WIOA stands for the Workforce Innovation and Opportunity Act. It's a federal law that funds workforce training for Americans who need help entering or re-entering the job market.

The program is funded by the federal government and administered locally through America's Job Center of California (AJCC) offices — one in most major cities and counties. In Los Angeles County alone, there are over 47 AJCCs.

WIOA isn't charity. It's a strategic investment. California needs more healthcare workers. You need training you can afford. WIOA bridges that gap by funding approved programs at approved schools.

LMCC is listed on the Eligible Training Provider List (ETPL) — which means AJCC counselors can issue funding directly to us for your training.

Who Qualifies for WIOA in California?

You don't need to be on welfare to qualify. WIOA eligibility is broader than most people think.

### You likely qualify if you meet ANY of these:

Income-Based

  • Your household income is at or below 200% of the federal poverty level
  • Single person: roughly $27,000/year or less
  • Family of four: roughly $55,000/year or less
  • You currently receive CalWORKs, CalFresh, Medi-Cal, or other public assistance
  • Employment Status

  • You are currently unemployed
  • You are underemployed (working part-time or in a job below your skill/income potential)
  • You were laid off or lost your job due to company downsizing or closures
  • You've been out of work for 27+ consecutive weeks
  • Special Circumstances

  • You are a veteran transitioning to civilian employment
  • You are ages 16–24, not in school, and not employed (Out-of-School Youth track)
  • You recently received public assistance
  • You are a displaced homemaker re-entering the workforce
  • You do NOT need all of these — just one track applies.

    What Documents Do You Need?

    When you visit your local AJCC, bring:

    - Government-issued photo ID (driver's license, state ID, or passport)

    - Social Security card or proof of SSN

    - Proof of income — recent pay stubs, last year's tax return, or bank statements

    - Proof of benefits (if applicable) — CalWORKs, CalFresh, Medi-Cal letters

    - Proof of address — utility bill, lease, or official mail

    - Employment history — what you've done recently and why you need retraining

    If you're unemployed: bring your EDD unemployment claim number or termination/layoff letter.

    The AJCC counselor will walk you through the intake form. You don't need to have everything perfect — bring what you have and they'll tell you if anything is missing.

    How the WIOA Application Process Works

    Step 1: Find Your Local AJCC

    Go to [ajcc.ca.gov](https://www.ajcc.ca.gov) or search "AJCC near me." The closest one to LMCC is the Pomona Valley AJCC.

    Step 2: Walk In or Call to Schedule

    Most AJCCs accept walk-ins during business hours. Calling ahead to schedule a one-on-one counselor appointment can save you a wait.

    Step 3: Complete WIOA Intake

    A WIOA case manager will assess your eligibility, review your employment goals, and determine if healthcare training is a match for your situation. They'll ask about your career goals — be clear that you want CNA training and that you have a specific school in mind (LMCC).

    Step 4: ITA Authorization

    If approved, the AJCC issues an Individual Training Account (ITA) — essentially a funding authorization for your program. They send this directly to LMCC.

    Step 5: Enroll and Start

    Once LMCC receives your ITA, you're enrolled. Your tuition is covered. You show up for class.

    Timeline: Approval typically takes 1–3 weeks. If you call LMCC first, we can help you coordinate timing with the next cohort start date.

    What Does WIOA Cover?

    If approved, WIOA typically pays for:

  • ✅ 100% of tuition ($2,995 for CNA)
  • ✅ Books and learning materials
  • ✅ State exam fees
  • ✅ Lab supplies
  • ✅ CPR certification cost
  • ✅ In some cases: transportation assistance and childcare during training
  • The $2,995 CNA program at LMCC is fully WIOA-eligible. Students pay $0.

    What About HHA?

    If you're interested in both CNA and HHA, there's an important nuance.

    WIOA covers one program at a time. If you're approved, your CNA tuition ($2,995) is covered — you pay $0. The HHA add-on is just $850. LMCC offers 0% interest payment plans so you can spread that cost across your training window with no extra charge.
